Intent: modification of the requirement to allow a masterplan that was prepared by the landowners themselves in conjunction with Council planners to be approved

Details: requirement for a masterplan to be prepared by the Council and be formally approved in advance of planning permission applications being considered

Methods
The absence of an approved masterplan means that lands that were zoned residential in the Fingal Development Plan adopted back in 2011 cannot get planning approval for houses to be built on them. This was highlighted to the local elected representatives and some key members of Dail Eireann. The landowners consulted with the planners in FCC on the preparation of a masterplan for the zoned lands and submitted this masterplan in mid 2017. They sought to have this masterplan approved by the Council, enabling planning applications to progress. This was the procedure that was followed by the Council in the past. - Email

Intent: To propose the scrapping Section 8 of this bill which would allow hedgecutting in August & burning in March will negatively impact breeding birds and other biodiversity. Comms also included detail on the impacts of burning on birds and other wildlife.
