Intent: To highlight concerns about the level of fodder produced year to date at a national level ahead of this winter.::To propose that, due to the introduction of the fertiliser register and the mixed messages communicated by the Department of Agriculture relating to 2024 inorganic nitrogen (N) allowances, farmers are in the dark on how much fertiliser they can spread for the remainder of 2024.::Livestock farmers should be provided with inorganic N statements similar to organic N statements currently provided with immediate effect. This would allow farmers to establish how much additional fertiliser they can apply for the remainder of the growing season and encourage many to apply inorganic N in a safe manner that maximises forage production on their farms.::To highlight that it is imperative we maximise the production of fodder via catch crops this Autumn/Winter. IFA propose per provisions within Commission agreed CAP Simplification Package, provide a temporary derogation (in full) from GAE

Intent: To request a further extension of the '20% clawback rule' on the sale of the Basic Income Support for Sustainability (BISS) entitlements without land, which has been in place through 2023 and 2024.::To highlight that indications show that the exemption supported a considerable uplift in the sale of entitlements relative to years previous, to the benefit of the 'active farmer'.::To seek that the exemption be renewed and extended beyond 2024 in order to support the continued mobility of entitlements, coupled with providing an opportunity to those ceasing, without renewal, long-term leases given the significant price inflationary pressures of recent years.
