Intent: That Clare County Council calls on the Minister for Agriculture to arrange a meeting between the Chair of Bord Bia, Larry Murrin, IFA, ICMSA and other farming stakeholders in the interest of dialogue. For the Chair to brief the stakeholders and answer fully and comprehensively all questions to the satisfaction of the farming organisations.::Should the Chair of Bord Bia fail to answer the questions or fail to answer the questions to the satisfaction of the farming organisations that the Minister will request his resignation.

Intent: Direct Supports for Farmers::To propose that Government remove the ceilings in the On-Farm Market Valuation Scheme to provide all farmers with the opportunity to receive the market value of animals removed from their farms as TB reactors. The inclusion of this arbitrary ceiling in the scheme is inconsistent with the principles agreed upon in the early 2000s and must be removed.::To propose that the existing compensatory schemes must be reviewed and enhanced to provide farmers with full financial support for the costs and losses associated with TB controls on farms.::To propose that any new measures imposed on farmers in the enhanced TB programme must be impact-assessed, costed, and fully compensated for.::To propose that, as farmers have a long-standing agreement with the Government regarding payment for TB testing. Intent: To propose::• Much improved lines of communications & engagement between key stakeholders (e.g. DAFM, ACRES CP Teams, planners) & farmers is required. There is too much ambiguity and responsibility deflection ongoing currently, with farmers left frustrated, uncertain where they stand, and out of pocket because of lack of accountability elsewhere.::• Provide clarification and transparency on remaining rolling budgets to participants on elements including results-based scorecard payments, NPIs, LAs and the Landscape Bonus.::• Greater detail and clarity is required with regard the Landscape (High Achievement) Bonus Payment. While we understand it will reward farmers for high average scores across their private land within CP zones, or where they have a large area of land within the CP zone, and it will be backdated/applied to the full period of participation in the ACRES Scheme::– how will it be administered; funded; and what impact (if any) will it have on maximum permitted ACRES payment

Intent: To strongly reject proposals suggesting that Clare Local Authority would use CPO (Compulsory Purchase Orders) powers as an option to confiscate private land from farmers on the Cliffs of Moher coastal walk.::To call on Clare County Council to immediately withdraw the CPO option and threat from the draft report.::To call on Clare County Council to engage constructively with the farmers and the IFA so an appropriate and effective arrangement can be agreed on the Cliffs of Moher coastal walk which reflects the scale of up to 1.5m tourists and estimated revenue of €19m annually.
