Intent: ICOS presented a taxation proposal aimed at alleviating the impact of dairy market volatility on farmer income. The measure seeks to improve the current 5 year income averaging system, by also permitting a farmer to defer 5% of his income in a good year, in order to draw down the deferred income when markets are in difficultly.
