Intent: That the mandatory identification and registration (I&R) of all cats and dogs under the forthcoming EU Animal Welfare Regulations, apply to all dogs and cats, including private pets, in order to counter illegal breeders acting as private EU citizens and selling animals that are not traceable.::European Parliament to: a) apply obligations to small breeders; b) Extend the scope of identification and registration; c) Amend online trade requirements; d) Include a review clause on a positive list.
