Intent: Make something happen finally in student housing in Limerick. Silo'ed central govt approach slowing down possibilities for holistic outcome for the Mid-West. Need for third level colleges to use public competitions to crowd in non sector investment by securing development partners with scale, expertise and funding. But needs involvement by local authority and LDA in selection of strategic sites to achieve better urban redevelopment and TOD. I had been working with TURF on this but failed.
