Intent: That Ireland’s observations in C-716/25:• recognise the strategic importance of industrial hemp for Ireland’sagricultural, rural development and climate objectives;• acknowledge the absence of any scientific or public-health basis for prohibiting leaves andflowers at the ultra-low THC concentrations achieved by Irish operators; and• support a proportionate interpretation of EU law that enables, rather than prevents, thedevelopment of a transparent and competitive industrial hemp sector.

Ireland is intervening in this reference, which concerns the compatibility of national restrictions on the cultivation and utilisation of low-THC industrial hemp (Cannabis sativa L.) with EU law, in particular the Common Agricultural Policy and Articles 34–36 TFEU.
