Intent: We call on Member States to:- 1) support well-designed exemption mechanisms which would recognize the complementarity of single-use recyclable packaging and reusable packaging. 2) maintain the obligation to set up a DRS (Deposit Return Scheme) in each Member State and to only provide exemptions based on a 90% collection rate achieved by other EPR (Extended Producer Responsibility) schemes. 3) remove the possibility to set up multiple DRS' or to apply it at a sub-national level.

Intent: The Packaging and Packaging Waste Regulations (PPWR) from the EU commission have the potential to significantly undermine the performance of the Republic of Ireland’s nascent Deposit Return Scheme (DRS). We ask Irish government argues for an exemption in the PPWR for containers in-scope of DRS systems from reuse and refill obligations and for the point of compliance for refill and reuse targets to be with the final distributor rather than the producers..
